Colorado - A bill to more strictly regulate medical-marijuana doctors and patients hit another snag Friday on its way to the governor's desk.

In a bipartisan vote, the state House rejected an amendment to the bill that would have required patients under 23 to get two doctors' recommendations before they could legally use pot. That amendment had been added to the bill by a subgroup of lawmakers from both legislative chambers in a conference committee.

Supporters of the change said the restriction is needed to ensure young people use medical marijuana responsibly. But opponents said the requirement is unfair and oversteps what is allowed by the state's constitution.

The House's vote means that a second conference committee will be created to hash out a compromise.
