Dutch-style cannabis cafes would be permitted in the United Kingdom under "secret" Liberal Democrat plans, reports James Slack at the Daily Mail.

A "leaked policy document" reportedly calls for the decriminalization of marijuana. The paper also suggests allowing possession of cannabis, "social supply" to adults and cultivation of the plants for personal use.

The document follows an internal party vote that commits the Liberal Democrats to making it "no longer a crime for the occupier or manager of premises to permit someone to use cannabis on those premises."

The party's rules require its leaders -- who are in power -- to implement votes such as this one carried at annual conferences.

​Rival political party the Tories, who unearthed the policy document, claimed the policy would "go further" than the Dutch model of turning a blind eye to technically illegal "cannabis coffee shops."

Cafe owners could allow patrons to smoke cannabis outside or buy hash brownies, other edibles, and vaporized marijuana.

The Tories lost no time in trying to whip up an old-style frenzy of fear around the cannabis boogeyman.

"Lib Dem policy on drugs is deeply worrying," fretted Chris Grayling, Tory Shadow Home Secretary.

"When you look at the detail of what they want to do, it's quite clear that they want to be soft on crime and want to sign up to more and more powers from Brussels," Grayling said, in a transparent attempt to turn the cannabis issue into an anti-European Union flashpoint.

"I have spoken to countless people whose lives have been wrecked by hard drugs," a clueless Grayling said rather senselessly, as it is cannabis and not "hard drugs" which are under discussion.

​Liberal Democrat leader Nick Clegg has said that criminalizing drug use restricts "individual freedom and civil liberties," arguing that drug offenses should not result in jail sentences.

While serving as Member of the European Parliament (MEP), Clegg said it was unfair that drug users were being pushed to the fringes of society.

Clegg signed a motion calling on European Union member states "to take measures to make the fight against organized crime and trafficking in narcotics and psychotropic substances more effective, by establishing a system of legal control and regulation of production, sale and use of currently illegal substances."

"We will always base drugs policy on the independent scientific advice of experts," said a Liberal Democrat spokesman Wednesday night.

A Wednesday poll revealed that the Liberal Democrats are poised to see their number of MPs soar at Labour's expense. The ICM/Guardian poll shows the party could end the election with 80 MPs -- the most since 1923.
