Default Hemp Factory Plan Stirs Fears

Opposition has mounted to a proposed hemp processing plant at a south Norfolk farm.

Both Harling and Roudham and Larling parish councils, as well as a number of residents, are opposing plans by Paul Rackham Ltd to renew previously agreed planning permission to convert a farm building at Camp Farm, off Roudham Road.

The plans, which were first approved in 2007, suggested the plant would operate 24 hours per day, initially for 240 days per year, and create 14 jobs.

But Harling Parish Council is set to object to the proposals because they think it will increase lorry traffic.

Chairman Philip Edge said: “We’re just getting more and more HGVs going through the village because the B1111 is designated by county highways as a strategic route for HGVs.”

Mr Edge added he was worried if the building was able to be used as a hemp processing plant, then the other 11 buildings that make up the complex could also be converted for distribution or commercial use.

“The village wouldn’t be worth living in if it opened the door to other buildings to be changed,” he said.

Norfolk County Council’s highways department registered no objection to the scheme.

The application stated that it would process hemp grown on the farm and in the area to provide 
fibre-based materials for car and building industries and for equine bedding.

Breckland Council planning officers, who approve the application, said the application related well to the existing farming operation.

Roudham and Larling Parish Council oppose the plans and stated because an experienced hemp processing firm is now not involved, as Hemcore was back in 2007, the circumstances have changed and it is in effect a fresh application.

Bridgham Parish Council has not objected to the plans because it does not yet know of anyone who will actually take up the running of the hemp plant.

Breckland’s planning committee hear the application on Monday.

Paul Rackham Ltd was unavailable for comment.
