Default 'Keep Off The Grass' Sign Can't Stop Cops From Busting Marijuana Growth At Jacksonvil

A police investigation that included a check of JEA bills from a home and trailer in the 3900 block of Ricker Road led officers to raid them and seize 106 marijuana plants, weapons and a “Keep off the grass” sign.

The search warrant led to the Aug. 27 arrest of Ronald Wesley Skinner, 33, on charges of cultivation of marijuana, trafficking in cannabis and lease or rental of a structure for trafficking in a controlled substance, according to the Jacksonville Sheriff’s Office arrest report.

The investigation began in early August when police received a tip about marijuana at a home in the 14000 block of Normandy Boulevard. An Aug. 9 visit revealed the plants had been moved. But on Aug. 16 police stopped the suspect, 23-year-old Robert Joseph Hartzog, on Ricker Road for a license violation and found more than 200 grams of marijuana and a bag of hashish inside, the report said. He was arrested on driving with a suspended license and possession of marijuana.

The investigation showed Hartzog had been coming from the Ricker home. Police checked its JEA accounts and found power consumption far higher than neighboring homes, an indicator that growing lights and fans were being used there, the report said.

Officers checked the house and trailer on Aug. 26 and smelled marijuana. They secured a search warrant and raided the home the next day, discovering marijuana, hashish, 12 marijuana bongs and pipes, 476 live bullet rounds, four pistols or rifles and 106 live plants, the report said.
