The North Carolina House Committee on Health is scheduled Thursday to consider legislation that would legalize marijuana use for medical purposes.

The bill, introduced by Rep. Earl Jones, D-Guilford, and Rep. Beverly Earle, D-Mecklenburg, would make the drug's use legal for those with medical conditions who have a physician's recommendation.

Thirteen other states have already legalized the use of medical marijuana.

The hearing would be the first in North Carolina on a measure that protects medical marijuana patients from prosecution.

According to the text of the bill, "99 out of every 100 marijuana arrests in the United States are made under state law, rather than federal law. Consequently, changing the state law will have the practical effect of protecting from arrest the vast majority of seriously ill people who have a medical need to use marijuana."

The legislative hearing is scheduled to begin Thursday at noon.

"Compassion dictates that state law should make a distinction between the medical and nonmedical use of marijuana," the bill reads.
