On April 2, police arrested the alleged ringleader of the large, recently discovered Northland marijuana-growing operation. The quantity of marijuana in question has an estimated street value of $1 million.
The alleged ringleader is Donald Foote, 40, of West Duluth. He was stopped just before 10 a.m. on Friday by university police officer, Aaron Johnson. He had been sought since the Friday before his arrest. Foote is believed to be the head of a large network of local, indoor growing operations. Another warrant was issued on Thursday to a house at 103 65th Ave. W. in Duluth were Foote was staying before his arrest. Inside the home, officers found cash, firearms, marijuana, computers and evidence of a former growing operation. Foote was released from St. Louis County Jail the day after his arrest, pending further investigation into his alleged role in the marijuana operation.
