Dover City Council has voted unanimously to ban medical marijuana dispensaries, cultivators and processors in the city.

The legislation approved on Tuesday also prohibits city employees from using marijuana and bans public use of the drug.

Unlike the proposed prohibition in New Philadelphia, Dover’s legislation does not include a change in the city’s zoning rules.

Dover Law Director Douglas O’Meara told council that there is no consensus about whether land-use restrictions need to accompany local laws banning medical marijuana operations.

He promised to send appropriate recommendations to council and the administration if zoning changes are necessary to reinforce the legislation approved Tuesday.

A state law permitting medical marijuana cultivation, processing and sales takes effect on Thursday.
